1. Explain the role of theory and appropriately apply a theoretical perspective to guide program planning and evaluation.
2. Discuss the role of basic elements in public health programming and planning including needs assessment, goals, objectives, activities, budget, timeline, implementation plan, and evaluation plan.
3. Develop a knowledge base to identify and select an appropriate method for program evaluation. Develop an evaluation plan in conjunction with program plan.
